What's all this about Monal having to leave the EU?

Monal is an XMPP client for iOS; apparently the developer is going to stop offering it in the EU because he doesn't have the resources to comply with GDPR. The €20 million fine can be scary, but are things really [bold]that[/bold] bad?

From what i can make out, it seems that Monal can continue with just a few changes. Of course, there could also me lots of legal details I didn't know about. What do you think?
