If running software from the '80s is a problem, that could only be because
- It's not been maintained since then. In other words, bugs detected since then have not been fixed.
- Software written now is less buggy than the software written in the '80s.

Does anyone really believe that second one? Really?

So, what should be done?
- Should the old software be thoroughly debugged, or
- Should new software be written from scratch?

Which do you honestly think would probably result in more reliable, less buggy software? Which alternative does the article say is being considered? Yep. You're right.
